Welcome to the Community Impact Service Program!
If you have faced financial challenges that have led to City of Dubuque Utility Billing late fees, disconnect notices and water shut offs, this program offers a helpful way to get YOU back on track.
To address barriers related to fines and fees, you have the option to support your community through service opportunities within your own neighborhoods, local non profits, and our City organization!
By participating, you can reduce your fines while making a positive impact in your city. This program is designed to support individuals & families experiencing poverty by offering equitable and accessible service and personal empowerment opportunities to help improve your situation.
It's all about working together to create a stronger, more supportive community for everyone. Creating a shared culture where service is valued!
Who should apply?
- City of Dubuque Residents
- Current City of Dubuque Utility Billing Customers with Outstanding Utility Billing Balance
- Residents enrolled or eligible for any government assistance programs (SNAP, Section 8).
- Residents willing to Volunteer
How Does It Work?
Community service hours are determined by residents current Utility Billing Balance divided by the value of a community service hour; $28.88/hour.
Participants will be required to participate in at least 2 hours of service per week.
Opportunities will range from simply helping your neighbors, local non profits, partnering with the City of Dubuque. Most importantly, helping you get connected with human services, resources and programs that benefit and empowers YOU!

Who can serve?
Primary account holders AND their eligible household members together, can serve in our opportunities. For example, Households with children 14 years and older are eligible to participate in the program with you AND together your hours will be counted towards your City of Dubuque Utility Billing Balance!
Ages 14 - 15 years old: Must have Parental Supervision
Ages 16 - 18+ years old: Does not need parental supervision
