The Safe Home Program provides eligible residents and/or landlords with financial assistance for healthy home repairs, including lead, pest control, and other fixes. Individuals must geographically or financially qualify for this program. If selected, households could receive $6,000 or more (depending upon application/need) in funding for eligible home repairs. Additional funding may be available to assist with elevated blood lead levels (EBL) cases in children.
The Linn County Board of Supervisors provided American Rescue Plan Act (ARPA) funding to support the creation and implementation of the Safe Home Program, which is designed to address disproportionally impacted children and residents that were exposed to lead, cockroaches, mold, and other home hazards during the COVID-19 pandemic.

Safe Home Program Process:
- Review the application (PDF) and determine if you are needing to financially qualify or if you live in specific neighborhoods within Cedar Rapids (geographically qualifying).
- Complete the application (PDF) and submit it via email at PHHealthyHomes@LinnCountyIowa.gov; via mail at: Linn County Public Health, 1020 6th St. SE Cedar Rapids, IA 52401; or via drop off at the Linn County Public Health office. Applications will be reviewed in the order they are received.
- If your application is approved, you will be contacted for next steps, which will include a Healthy Homes Assessment to identify home hazards, such as lead, radon, pest control, domestic hygiene, and mold/moisture. The top 1-2 hazards will be identified, and if appropriate funding allows, corrected through the Safe Home Program.
- Cedar Valley Habitat for Humanity, HACAP, or Linn County Public Health will assist in facilitating contractors to perform home repairs on properties, as deemed necessary through the Healthy Homes Assessment and program specifications.
- Homeowners and/or landlords are expected to have work areas within the home clean and clear of items, prior to home repairs beginning.
- Repairs are completed as funding is spent.
As part of the program, individuals will be equipped with a Healthy Homes Toolkit that includes a Healthy Homes guide, cleaning supplies, radon test kit, and other items used to keep a home clean and healthy.
